What counts as working hours?
09:00 to 17:00 on weekdays by default, and you can change both. A city outside those hours but still awake is scored separately, since 08:00 is a very different ask from 03:00.
What if no hour works for everybody?
That is the common case past three or four zones apart, and the ranking is what makes it tractable — it shows which hour costs the fewest people their evening, and exactly who pays.
