Why does the difference between London and New York change?
Because the two switch on different dates. The US springs forward in the second week of March and the UK in the last week; for those three weeks the gap is four hours rather than five. The same happens in reverse in the autumn.
Are all offsets whole hours?
No. India is UTC+05:30, Nepal is UTC+05:45, and Chatham Island is UTC+12:45. About a dozen zones use a 30- or 45-minute offset.
