Is a zone's offset fixed?
No. Most zones have two — standard and daylight — and countries change the rules from time to time. Storing an offset is not the same as storing a zone, which is why an event a year out needs the zone name and not `+01:00`.
What is the largest offset?
UTC+14, in Kiribati's Line Islands, which put themselves on the far side of the date line in 1995 so the country would share one calendar day. The smallest is UTC-12, used only by uninhabited US islands.
