Does a leap day change the answer?
Not for the whole-year count, which walks the calendar. It does change the day total: a span containing 29 February is one day longer than the same span in a common year.
How is a 29 February anniversary handled?
A whole year is complete when the same month and day is reached; in a common year, 29 February resolves to 1 March, which is the convention most legal systems use.
