When should I count inclusively?

Whenever the days themselves are the thing being counted — days of leave taken, nights charged, days of a festival. Count exclusively when you are measuring the distance to a deadline.

Is a week seven inclusive days or eight?

Monday to the following Monday is seven days exclusive and eight inclusive. A working week — Monday to Friday — is five inclusive days, which is why leave is nearly always counted this way.
