What is a cusp, and why does it matter?

The sun crosses into a sign at a moment, not at midnight, and that moment moves by up to a day between years. If your birthday is within a day of a boundary, your sign really can differ from the newspaper table — the page flags it rather than picking for you.

Why do some sources say there are 13 signs?

Because the constellations and the signs parted company two thousand years ago. Tropical astrology — the one horoscopes use — divides the year into twelve equal parts from the spring equinox, and does not track where the sun actually is against the stars.
