Why is there no moonrise on some days?
Because the moon rises about 50 minutes later each day, so roughly once a month a rise falls off the end of a civil day and the next one is the following day. It is not an error — the page says so explicitly.
When does a full moon rise?
At about sunset, by definition: a full moon is opposite the sun, so it comes up as the sun goes down. A new moon rises at about sunrise, which is why it is invisible.
