Why does one country have several times?

Because it is wide. The US has six zones including Alaska and Hawaii, Russia has eleven, Australia has three plus a half-hour offset. Asking for 'the time in the US' has no single answer.

Which country has the most unusual arrangement?

China. It spans five geographic zones but keeps one official time, UTC+8, so the sun rises in Kashgar at around 10:00 in winter and Xinjiang keeps an unofficial local time two hours behind.
