What is 29 February plus one year?

28 February, because the target year has no 29th. Add four years instead and you land on 29 February again — unless you have crossed a century year that is not a leap year, like 1900 or 2100.

Why does the weekday move by one or two?

A common year is 52 weeks and one day, so a date moves forward one weekday a year. A leap year adds two. That is why the same date returns to the same weekday on a 28-year cycle.
